Environmental challenge
The Philippines, which ranks first on the World Risk Index, faces approximately 20 cyclones each year. In December 2021, Typhoon Rai struck Siargao Island, affecting 173,664 people. This disaster underscored the urgent need for enhanced early warning systems and more localised disaster preparedness measures.
Purpose and strategy
The Climate-Resilient Siargao Project, led by Komunidad, was launched in response to the severe devastation of Typhoon Rai. Its objective was to enhance localised disaster response and climate resilience, focusing specifically on local government units (LGUs) and vulnerable communities. By leveraging a data-driven approach, the project integrated environmental insights, early warning systems (EWS) and mobile platforms to ensure efficient information dissemination.
Backed by grants from the GSMA, Foreign, Commonwealth and Development Office (FCDO) and Swedish International Development Cooperation Agency (SIDA), the initiative rapidly expanded across the island. It equipped LGUs and communities with essential decision-support tools such as hazard analysis dashboards, automated reports, and SMS alerts, thereby improving their preparedness and response capabilities.
Impact and innovation
Initially, the plan was to roll out a tailored system for Siargao, focusing on localised weather and climate impact assessments, parameter-based alerts and coverage across nine municipalities in the first year, with a view to expanding provincially later. The revised strategy now targets Governments, Businesses, MSMEs and individuals with tailored solutions like the Climate Action Suite and Curbeet AI. This has generated significant interest, secured new agreements and achieved successful replication in other regions.
As a result, Komunidad has grown to serve over 50 customers with USD 2 million annual recurring revenue (ARR) by 2023 and aims for USD 4 million ARR by 2024.
The project has equipped 219 municipal leaders, risk officers and responders across nine Siargao municipalities—including 148 women—with automated hazard analysis and early warning tools via web and mobile apps, email reports and SMS alerts. A free public web app, launched in September 2023, has already attracted 213,877 visits.
This effort has boosted Siargao's Disaster Risk Reduction and Management Offices' (DRRMOs) anticipatory capabilities. Satisfaction has surged by 15 points since the project's start, with a 72% adoption rate of Komunidad’s data. Over 97% of DRRMO employees feel the platform has sharpened their ability to anticipate climate events, leading to better decision-making and more robust community protection and response.
Future outlook
Komunidad aims to convert pilot municipalities into long-term customers for its climate tools, having already achieved success with two of Siargao’s nine municipalities. The goal is to reach 50 LGUs across the Philippines, offering affordable packages to support climate resilience. Looking ahead, Komunidad plans to diversify its product offerings to serve additional sectors such as energy, real estate and education.
